Regency Management Group

Regency Management Group was formed by the principals of Woodman Development Company, Inc. in 2005 for the express purpose of providing a focused application of quality management services to the local Monterey County real estate market. The owners of Regency Management Group have a long history of developing residential and commercial properties in Monterey County, many of which remain in their personal portfolios to this day.

Regency Management Group During that time period they have observed a distinct shortage of local commercial property managers, especially those that specialize in the management of large projects and homeowners associations. Accordingly, they formed Regency Management Group to ensure that their own projects would receive the ongoing care and attention that they require in order maintain value for years to come. However, especially in the area of HOA management, Regency Management group anticipates strong growth in serving the community at large.

The owners of Regency Management Group, Inc. are John Anderson, William Silva and Marilyn Silva who posses more than 75 years of combined experience in real estate development, construction, real estate brokerage, property management and asset management. Additionally, Carolyn Donaway has an extensive and distinguished background in property management and serves as the property manager for Regency Management Group, Inc. A brief individual résumé for each is attached below.

JOHN K. ANDERSON

John Anderson was born in Southern California and grew up in North Hollywood. Mr. Anderson was always involved in construction and by the age of 24 years old was a licensed general contractor running a crew of framers, while pursuing a degree in architecture. The construction business proved to be so promising that he gave it his full attention. Mr. Anderson spent many years building and remodeling homes, apartments, and commercial buildings in Southern California before moving to Monterey County.

In 1984 Mr. Anderson moved to Salinas where he worked as a superintendent for Woodman Development, overseeing all aspects of subdivision improvements and construction for hundreds of homes, apartments and commercial projects. Over the course of the years, he progressed to project manager, vice president of production and eventually President and CEO of Woodman Development Company, Inc. He has been directly involved in the development and construction of several thousand homes and apartment units. He is currently a shareholder of Woodman and has nearly thirty years experience in construction management and real estate development. He is a shareholder of Legacy Real Estate Group, Inc. and a principal of JAWS Land Company, LLC. He is also a licensed General Contractor.

Mr. Anderson also serves the community in a variety of ways. He is a founding member of Common Ground Monterey County, a non-profit land use advocacy group. He is on the Board of Directors for Rancho Natividad, a nonprofit mentoring and job training organization for troubled young men and women. He serves as President of the Board of Directors of the Markham Ranch Homeowners Association. He was recently honored as the Salinas Valley Builders Exchange "2003 Construction Person of the Year."

Mr. Anderson has been a resident of Salinas for nearly 25 years and has been at the helm of Woodman for 15 years. He has nearly 30 years of experience as a licensed General Contractor and a real estate developer. Most of that time has been spent with Woodman.

WILLIAM A. SILVA

William A. Silva is a fourth generation Monterey County resident. His great grandfather was one of Carmel's founding artists at the turn of the century and his father attended Carmel High School. Although Mr. Silva grew up in Southern California, he spent much of his childhood at the family home in Carmel.

Mr. Silva has a strong legacy in real estate development having grown up around the construction and real estate industries his entire life. His father was a real estate broker and general contractor and his mother was a real estate agent and property manager. They founded several successful real estate development and construction companies including, Woodman Development Company, Citizens Realty & Development and Abbott Enterprises.

Mr. Silva attended Duke University in Durham, North Carolina where he received his BA in 1991 with a triple major in Public Policy Studies, Comparative Area Studies and Spanish. He served as a legislative intern for Senator Pete Wilson on Capitol Hill in 1990 and anticipated a career in foreign relations. However, after college Mr. Silva spent two years framing houses in Arizona where he discovered an affinity for construction and real estate development. In 1994 he moved back Monterey County and began running the day to day operations of Woodman Development Company. In that role, Mr. Silva has been directly involved in the construction and sale of nearly 500 homes and the planning and development of nearly 2000 more.

Mr. Silva has more than ten years of experience in construction, project management and real estate development, which also includes commercial development, property management, and asset management. He is personally responsible for the management of 25 separate companies and partnerships. He is currently a shareholder of Woodman Development Company, Inc. and acting Vice President and CFO of the corporation.

He is also a shareholder in Legacy Real Estate Group, Inc., a retail brokerage firm, as well as Regency Management Group, Inc. a property management company. Mr. Silva is a California Real Estate Broker and a licensed General Contractor. He is also a member of the California and National Association of Realtors. He also serves on the Board of Directors for each Common Ground Monterey County and Calvary Chapel Monterey Bay.

Marilyn J. Silva

Marilyn J. Silva was born and raised in Oklahoma before moving to Los Angeles to attend the University of Southern California and pursue a career in medicine. She became a medical technologist and practiced for many years prior to meeting and marrying William H. Silva a real estate developer in Los Angeles. That redirected her interests into real estate.

Subsequently, she received her real estate license and together they developed and managed numerous projects throughout Southern California. Eventually their business grew to include offices and/or projects throughout Los Angeles and in Salinas, Monterey, Sacramento, Gilroy, Modesto, Napa and Scottsdale, AZ. Those enterprises also comprised a network of companies including Citizens Realty & Development, WHS Development, United Mortgage, Abbott Enterprises and Woodman Development Company, Inc.

As a co-founder and current shareholder of Woodman Development Company, Inc. she became significantly involved in the development of real estate on the central coast of California. Woodman's primary developments are in Monterey County where its current offices are located. While her primary residence remains in Los Angeles, Mrs. Silva has been a homeowner in Carmel for over thirty years.

Mrs. Silva has more than 40 years of experience in the real estate industry. She has a specialization in property management focusing on large multifamily projects through her personal company, Abbott Enterprises, Inc. For more than 20 years she has managed a 280-unit apartment complex in Salinas that was originally built by Woodman Development. When that property was sold to a new investment group they retained her to manage the property because of her sterling record with the project. She recently completed the development of a 200-unit apartment complex in Kihei, Maui, which she also currently manages.

Carolyn Donaway

Carolyn Donaway was born and raised in West Texas and attended the University of Texas at the Permian Basin with an educational emphasis on business and accounting.

In 1986, she relocated to Aspen, Colorado where she became interested in real estate and property management. She began her career as Controller for the largest property management company in Aspen with over 400 units, including condominiums, homes, and commercial properties. Her responsibilities also extended to the financial management of several homeowners associations.

After ten years as Controller, Carolyn was promoted to the position of General Manager. This promotion expanded her role to include the management of all staff in the accounting, reservations, front desk, housekeeping and maintenance departments. She oversaw all aspects of service to maintain the quality level required for these high-end luxury properties.

After 17 years in Aspen, she moved to Carmel, where she is the resident manager for the Viejo Carmel Condominium Complex. In 2003, she joined Woodman Development Company Inc. as their Controller. In 2005, Regency Management Group was formed to offer superior management services for the projects developed by Woodman Development Company Inc and to other Monterey County properties. Carolyn's background in property management made for a natural transition to property manager of the newly formed company.
