About Us
For most of its years in business, Flagship has specialized in managing affordable housing. Most of the properties that we have managed had FHA insured mortgages and were subsidized by Section 8 HAP contracts. We have specialized in turning around troubled properties and have an impressive track record of successes. Several years ago, our successful efforts helped the local Jacksonville HUD office win an award as the best HUD office in the country. Many of the fee-managed properties that we turned around were subsequently sold by the owners at substantial profits. Two of the properties we managed won national awards from HUD for being among the best in the U. S.
In recent years, we have branched out into other types of property management including the management of condominium association management, tax credit apartments and conventional apartments. The diversity of experience and the different disciplines required to manage highly-regulated and complex operations has served us well in taking on new challenges. For instance, we have managed Four Winds Condominiums in Crescent Beach, Florida since 2002. We have a long list of accomplishments and have successfully led the renovation of the 150-unit ocean-front community. As part of our duties, we have supervised the Association�s rental program, including modernizing its web site and marketing program.

Marketing and Renting
We pro-actively market and rent to ensure that your property maintains maximum occupancy levels. We customize marketing and advertising program to suit the particular needs of each community.
Collection of Rents and Enforcement of Leases
We emphasize voluntary compliance, but also utilize all means available to us, within legal guidelines, to ensure leases are honored and rents are collected. We have worked closely for many years with a local attorney who specializes in evictions for non-payment, thus efficiently and cost-effectively enforcing the payment of rent.
Resident Programs
We provide ongoing communications between residents and management, in an effort to anticipate and address the issues and concerns of residents. We plan and coordinate resident activities in order to make living in the community a fun and pleasant experience. We prepare and distribute newsletters to our residents to keep them in touch with what is happening in their community. We strive to provide a quality environment for our residents that they can be proud to call home.
Social Service Programs
We provide ongoing programs and activities that enhance the quality of life for our tenants, which in turn tend to prevent social problems from impacting the property. Although, most of these programs are targeted for our HUD-assisted communities, some of the programs would be beneficial in market-rate communities as well. We are the leaders in establishing computer learning and resource centers and currently have several centers up and running.
Maintenance and Repair Programs
We find that by taking a preventive maintenance approach to maintaining your property, we avert unnecessary and costly measures and surprises to owners. Our extensive experience comes particularly handy in this area since we are accustomed to constant scrutiny and inspection. One of the services we provide is a complete inspection of the exterior and interior of the entire property so that repairs can be planned and budgeted.
Financial Management
Our financial capabilities are top-notch. Our Accounting Department furnishes a complete financial package by the 15th of each month. This package includes a balance sheet, an income statement for the month and year-to-date compared to budget, an accounts payable listing, a rent roll, a statement of disbursements, an aged accounts receivable listing and other reports depending on owner's wishes.
